तीन वर्षे सेवा झाल्यानंतर अधिकारी व कर्मचार्‍यांची अन्य विभागांत बदली करणे कायद्याने बंधनकारक आहे. मात्र, हा कायदा धाब्यावर बसवून सुमारे दीड हजार अधिकारी, कर्मचारी वर्षानुवर्षे एकाच विभागात काम करीत होते. नगरसेवक व राजकीय पदाधिकार्‍यांच्या मर्जीतील असल्याने अनेक अधिकार्‍यांच्या बदल्या होत नव्हत्या.
